Update xdebug to 3.3.1 for PHP 8.x docker images

The older versions fail to compile during the build.
Updating to newest xdebug release fixed the issue.

Update dev env node version to 19

After the updates some packages that we use in zip build don't work
with node17. This commit updates dev env to the most recent node version.
